The United States should examine options related to limited retaliatory air strikes against select Syrian military targets.  The air strikes could be limited in duration and scope, surgically targeting Syrian air defenses, command-and-control assets, training facilities, and/or weapons depots…. The United States could enact such strikes intermittently or in response to severe actions by the Assad regime against civilians.
