What Is Putin up to? Largest War Drills ever in Russia in Time of Peace

Israel has now [1] 4 times attacked Syrian army arsenals - the last time Russian materials on 5 July.

Acc. to [2] DEBKAfile 13 July 2013,  Prime Minister Binyamin Netanyahu warned President Vladimir Putin on May 14 that if Russia sends advanced weaponry to Syria, such as S-300 anti-aircraft missiles or sophisticated radar for upgrading the Yakhont missiles, Israel would destroy them. Putin retorted that if Israel did this, Moscow would hit back. Netanyahu seems to have made good on his promise on 5 July. Is Putin preparing to make good on his threat? Or is he warning the [3] US which is now weighing a Libyan style operation in Syria to prevent total debacle of its Syria policy?

[4] Russian-missiles[5] RIA NOVOSTI 23 July 2013.  The headquarters and two missile divisions of the Orenburg Missile Army in Russia’s Urals region have been put on high-alert as part of snap combat readiness drills, the Defense Ministry said.: The goal of this snap check is to assess the ability of missile units to go on high-alert in required time and to evaluate their readiness to perform the designated tasks.

[6] RIA NOVOSTI 22 JULY 2013: A snap check of combat readiness of unprecedented scale in Russia’s Far Eastern and Central military districts ended on Sunday. The exercises involved five Russian armies, the Third Air Force and Air Defense Command including strategic aviation, and the Pacific Fleet.
The Defense Ministry will discuss the overall results of the exercise at a special meeting on Monday. Russian President Vladimir Putin has already described the results as “more than satisfactory,” noting there has not been a single serious violation or failure.

[7] Russian navySome 160,000 servicemen, about 1,000 tanks and armored vehicles, 130 aircraft and 70 vessels took part, Defense Minister Sergei Shoigu said.

“Such exercises have not been held since the Soviet era or perhaps even during that period,” Putin said. It is the third surprise combat readiness check since January and follows a major shake-up at the top of a military establishment tarnished by persistent evidence of rampant corruption.

The Defense Ministry has said snap inspections will be conducted on a regular basis to ensure constant combat readiness.
