Abstract: By means of CCTV technology, the EU is building a monitoring system at the centre of which the SitCen- EU´s CIA- is positioned. It is able to detect and follow persons, analyze "abnormal behaviour" like sudden movements, a shrill voice, verbal aggression, wearing of hoods, odd behaviour etc in crowded spaces and to process the data.If the system finds suspicious behaviour it reports to the police who will then arrest you and stamp your crime out before you commit it.
The point is that "criminals" and "terrorists" with abnormal behaviour will increasingly be the natives of the nations opposing the islamization of Europe, as well as opponents of the New World Order dictatorship - instead of Islamist terrorists. Chips are being refined - will be enforced upon you, so that you can be controlled for having had your poisonous vaccinations etc.

After the Echelon was introduced to survey all communication traffics on the globe the EU man hunters are now preparing more detailed devices – now to to recognize if you look like a criminal to be arrested and punished before you make your suspected crime. The Telegraph 23 Sept. 2009: The CCTV technology identifies suspicious individuals and behaviour and then acts to stamp out crimes before they happen. When a crime looks like it is going to occur, the system will verbally warn the perpetrator and then if necessary alert the nearest police officer.

ISIS, short for Integrated Sensor Information System, i…. is designed to work with the extensive network of CCTV cameras already installed on buses and trains as well as in stations, airports and on the street. It centres on specially developed “computer vision technology” that analyses images picked up by CCTV and is able to profile individuals to see if they pose a risk and then to check for patterns of behaviour that may be suspicious or anti-social. The computer constantly assesses the situation and if it becomes a major risk alerts a control room who can send out a verbal warning or alert officers nearby. Criteria that ISIS will look for are likely to include clothing such as hooded tops, sudden movements, odd behaviour such as moving seats and verbal aggression. Metal detectors, motion detectors and even microphones could eventually be added to sharpen the system further.“We have four million cameras across the country at present.”

The Telegraph 19 Sept, 2009  A five-year research programme, called Project Indect, aims to develop computer programmes which act as "agents" to monitor and process information from web sites, discussion forums, file servers, peer-to-peer networks and even individual computers.

The Indect research, which began this year, comes as the EU is pressing ahead with an expansion of its role in fighting crime, terrorism and managing migration, increasing its budget in these areas by 13.5% to nearly £900 million.

The European Commission is calling for a "common culture" of law enforcement to be developed across the EU and for a third of police officers – more than 50,000 in the UK alone – to be given training in European affairs within the next five years.

According to the official website for Project Indect, which began this year, its main objectives include "to develop a platform for the registration and exchange of operational data, acquisition of multimedia content, intelligent processing of all information and automatic detection of threats and recognition of abnormal behaviour or violence".

A separate EU-funded research project, called Adabts – the Automatic Detection of Abnormal Behaviour and Threats in crowded Spaces – has received nearly £3 million. Its is based in Sweden but partners include the UK Home Office and BAE Systems. It is seeking to develop models of "suspicious behaviour" so these can be automatically detected using CCTV and other surveillance methods. The system would analyse the pitch of people's voices, the way their bodies move and track individuals within crowds.

“Open Europe” believes intelligence gathered by Indect and other such systems could be used by a little-known body, the EU Joint Situation Centre (SitCen), which it claims is "effectively the beginning of an EU secret service". Critics have said it could develop into "Europe's CIA". Since 2005, SitCen has been used to share counter-terrorism information.

SitCen: EU´s Situation Centre 
The EU Joint Situation Centre (SitCen) monitors and assesses events and situations worldwide on a 24-hour basis with a focus on potential crisis regions, terrorism and WMD-proliferation. The SitCen also provides support to the EU High Representative, Special Representatives and other senior officials, as well as for EU crisis management operations. SitCen furnishes the council with strategic intelligence-based assessments on counter-terrorism matters. It includes for example, assessments on threats to modes of transport; threats to critical national infrastructure targets in EU member states; and an assessment of trends in terrorist financing. SitCen's priorities had hitherto largely focused on Common Foreign and Security Policy issues. With the CT Cell's work programme now reflecting broader EU CTpriorities it is intended to add support to current policy areas. This is the principal area where the SitCen CT Cell can contribute: strategic intelligence-based assessments on counter-terrorism matters in support of current policy discussions.

Gijs de Vries EurActiv 4 March 2005: “We now have, for the first time in Brussels, in the Situation Centre, which is what SITCEN stands for, an integrated group of analysts from our external intelligence services and the internal security services to jointly assess the terrorist threat as it develops both inside Europe and outside. So that we can have a "helicopter view" that includes the domestic dimension which we can also provide to our ministers of justice dealing with the domestic situation.
That is new. You can’t get closer to the heart of national sovereignty than national security and intelligence services. Yet in Brussels we have these analysts working together for the first time. But only on analytical co-operation – not on operational co-operation. That type of co-operation is done at bilateral/trilateral, etc level, not at European level.”

When using Hitachi's original µ-Chip, one of the world's smallest RFID ICs measuring only 0.4mm X 0.4mm, an external antenna must be attached to the chip to allow external devices to read the 128-bit ID number stored in its ROM (Read-Only-Memory). This newly developed version, however, features an internal antenna, enabling chips to employ the energy of incoming electrical waves to wirelessly transmit its ID number to a reader. The 0.4mm X 0.4mm chip can thus operate entirely on its own, making it possible to use µ-Chip as RFID IC tags without the need to attach external devices. This breakthrough opens the door to using µ-Chips as RFID IC tags in extremely minute and precise applications that had been impractical until now. For example, the new µ-Chip can be easily embedded in bank notes, gift certificates, documents and whole paper media etc.

  (Reuters) 21 Sept. 2009. Shares of VeriChip Corp (CHIP.O) tripled after the company said it had been granted an exclusive license to two patents, which will help it to develop implantable virus detection systems in humans. The patents, held by VeriChip partner Receptors LLC, relate to biosensors that can detect the H1N1 and other viruses, and biological threats such as methicillin-resistant Staphylococcus aureus, VeriChip said in a statement. The technology will combine with VeriChip's implantable radio frequency identification devices to develop virus detection systems prioritizing patients according to the severity of their situation.

Carlson, Ph.D., President and CSO at Receptors, said: “Through our development partnership with VeriChip, we are focused on building an integrated suite of products that will identify a biological threat, from pandemic influenza and multiple-resistant pathogens”.
From VeriChips May 2009 white paper and older product development paper we learn that the chips contain a “glucose sensing system” housed in a “biocompatible membrane” with a Radio Frequency Identification device.

The Boston Globe from November 2008 informs us: “Boston disease trackers are embarking on a novel experiment - one of the first in the country - aimed at eventually creating a citywide registry of everyone who has had a flu vaccination.”  Mass injection of VeriChip devices under all of our skin is the only way the device could detect the spread of pandemics. A lofty and insane undertaking for the near future perhaps, but you’d be surprised how many people would accept illogical measures during a scare. Until there is confirmation these chips will be put into use everyone’s main focus should be the illogical use of rushed vaccines for a mild flu. There are dangerous ingredients confirmed in the vaccines and the confidence of governments in them can be seen with governments granting legal immunity to manufactures and servants implementing the scheme

The makers claim the GPS tracking device will offer anxious parents peace of mind and allow children the independence to go out to play on their own.  But critics have said the 'tagging' is a step too far in the climate of paranoia over child safety. The num8 watch, pictured above, costs £149.99 and can be securely fastened to a child's wrist, triggering an alert if forcibly removed.An alert will be sent to the parents if the child strays out of its allowed area.

Another way to implant chips for multiple purposes is via medicine and compliance control
Financial Times 21 Sept., 2009  Patients who fail to pop pills on time could soon benefit from having a chip on their shoulder, under a ground-breaking electronic system being developed by Novartis. The company is testing technology that inserts a tiny microchip into each pill swallowed and sends a reminder to patients by text message if they fail to follow their doctors’ prescriptions. The system – which broadcasts from the “chip in the pill” to a receiver on the shoulder – on 20 patients using Diovan, a drug to lower blood pressure, had boosted “compliance” with prescriptions from 30 per cent to 80 per cent after six months.“This industry is starting to explode”.

In spite of all these efforts, Europe has not become safer. Since the 7 / 7 bombs in London - with uncertain masterminds - we are experiencing no more major terrorist attacks. But for many Europeans everyday life has become much more terrorism, with shootings, stabbings, murders, rapes, burglaries, etc. What we are seeing is that the police are always cautious - especially if the crime is committed by immigrants. And the Muslims represent by far most heavy criminality and  here. But this is EUs "unity in diversity". Those who oppose this new order now are "fascist, right-wing, xenophobic, racist conspiracy theorists and nationalists!" And worse invectives do not exist today!! Look at what was right and wrong 50 years ago. Then turn it 180 degrees  – and you see the difference between the old and the new world order, about which the gentlemen in the videos at the right margin of this blog speak so enthusiastically.
