Building The World State XVII. EU´s Cynical Push for the Union for the Mediterranean – Calling It A Threat!

By 2020 the Mediterranean partner countries must create 22 million new jobs if only to maintain current rates of unemployment, which remains very high. To reduce unemployment and increase the active population, 57 million new jobs would have to be created.

The development challenge also invites us to enhance training efforts and academic exchanges. Erasmus Mundus scholarships were extended to countries south of the Mediterranean on my initiative two years ago . 

Immigration: Just as we fight against illegal immigration, especially the proper management of the mobility of people on both sides of the Mediterranean is in our interest….The population growth south of the Mediterranean will increase from 250 million to 325 million in 2020. 

- The challenge of radicalism, which could even worsen after the events in Gaza, leads us to further strengthen our efforts for all-out fight against the causes of this phenomenon. In this context,
intercultural dialogue
is very important. A Qantara-medmultitude of initiatives working in this direction as a forum for discussion such as this meeting this evening, I also think of the Alliance of Civilizations  promoted by Spain and Turkey, the Institut du Monde Arabe in Paris, the Anna Lindh Foundation in Cairo (Alexandria!!) or the Foro Javea that I support  in Spain. It is a long job. But without this effort, economic development will be futile and insufficient to provide a better understanding.

Mediterranean policy of the European Union is above all part of what Europe called the European Neighborhood Policy which I am in charge of  within the European Commission. I will naturally discuss here what we do with our neighbors to the south, from Morocco to Egypt and Jordan. Launched in 2003 and developed over 4 years by myself, the European Neighborhood Policy is a policy to "tailor" and with a differentiated approach to each of our partners. In short, we offer more to those who are ready to commit themselves more. This policy offers the prospect of gradual participation of countries in the European internal market. This is a resolutely turned approach towards political and economic reform. It has specific objectives, and it enjoys financial support from 12 billion € for the period 2007-2013.

The operational instrument of the policy - the Neighborhood Action Plan - is fully negotiated and

mutually agreed upon at the political level. Morocco, for instance, was the first to engage on an ambitious action plan and called for an "advanced status". In response, we offered the country a greater integration, including participation in some programs and agencies. Jordan, Israel and the Palestinian Authority in turn asked to strengthen their ties with the European Union. 

The bilateral framework is complemented by a multilateral framework that was set in Barcelona in 1995, and which is since last year the Union for the Mediterranean.
Thanks to France, the Paris summit last July 13 opened a new stage in the Euro-Mediterranean relations.

Some of the innovations:
1. First, a summit of the heads of state and government will be held every two years. They will be tasked to lead the Union for the Mediterranean, its political strategic including the main priorities in terms of projects; 
2.  The establishment of a common structure, the secretariat of the Union for the Mediterranean, for the promotion of major projects which constitute the central objective of the initiative, it will have its
headquarters in Barcelona
3. A co-presidency, one from from countries outside the European Union – and the other from the European Union;
4. A permanent monitoring committee based in Brussels, made up of diplomats from countries serving with the European institutions, to facilitate regular consultations among all countries on the development of partnership like Coreper, the Committee of Permanent Representatives.

[3] MalmøThe partners have insisted on the need to preserve the achievements of the Barcelona process, particularly in the three chapters political, economic, social and cultural thereof. It is the European Commission who is in charge of the management of projects in the framework of the Barcelona Process and the European Neighborhood Policy. This responsibility, we take under the control of Parliament.

The participation of the European Commission will be essential for the success and sustainability of the Union for the Mediterranean.
I call on all forces of the future to support and to sustain the Union for the Mediterranean! We need the dynamism, entrepreneurship and [4] Dannebrog-brændesprivate sector capital! I call on [5] civil society  to participate  fully in the Euro-Mediterranean! To conclude, I think it is with this conviction that it is time to turn the negative interdependencies into positive interdependence, transform situations perceived as threats into opportunities. I am very committed to the success of this initiative!” 

What is the [6] Foro Jávea under the special protection of EU´s Commissioner for External Relations and Neighbourhood Policy?
The Foro Javéa  was launched by the civil society of Jávea (a Spanish Town near Valencia), the main objective of the Foundation is to encourage direct contact, dialogue and understanding between the young men and women of the Mediterranean and Middle Eastern regions.  

[7] MinisterioThe [8] Foreign Secretary of the Spanish Government, the Generalitat Valenciana and the City Council of Javea are also members of the the Board of Trustees and have shown their open support to forum activities.

 
The founders of the Forum assessed the [9] suitability of establishing the Foundation in Jávea because it has historically been a common meeting place of civilazations and cultures and also because a vast multinational, highly participative, foreign colony resides there that is keenly interested in consolidating Jávea as an international focal point. Adding to this, the foreign population has always distinguished itself for welcoming and integrating all those who visit, thus growing and becoming a cosmopolitan location on the Mediterranean Coast.

The Foundation responds to the spirit emerged from the Barcelona [13] Euro-Mediterranean Summit of 2005 and to the European Neighbourhood Policy philosophy for the approach, dialogue and understanding among the countries of the Euro-Mediterranean and Middle East area.

 

The Foundation relies on the support of T.H. Benita Ferrero-Waldner.

 

[14] Salma-kadiriThe Jávea Neighbourhood Forum will pay a special attention to the analysis and enhancement of the role of women in the countries of the Euro-Mediterranean and Middle Eastern areas.

 

The Jávea Neighbourhood Forum will promote its activities with the collaboration of the European Commission, the Spanish Government, the Regional Government of Valencia and the Municipality of Jávea – as well as with public and private institutions, social and cultural bodies, public and private universities from the Euro-Mediterranean and Middle Eastern areas, in order to reach its objectives..

 

The Jávea Neighbourhood Forum will bring together every year political, economic, cultural and social representatives from the Euro-Mediterranean and Middle Eastern areas, in order to establish the guidelines that will contribute to achieve the Foundation’s objectives.

 

The Jávea Neighbourhood Forum will call every year for a sectorial or professional meeting among young people from the Euro-Mediterranean and Middle Eastern areas, with the goal of exchanging knowledge, experiences and proposals for the cultural enrichment of new generations.

 

The Jávea Neighbourhood Forum will organize every year a series of debates with the participation of well known personalities.

big laboratory where international and local groups, institutions, and agencies linked to the Mediterranean Sea will be concentrated.  This is what will emerge in the City of Gaudi. Mayor Hereu announced that the new observatory will be called 'Oficina Mediterranea di Barcellona', and will aim at coordinating and making Euro-Mediterranean initiatives dynamic.

The buildings, where what the mayor of Barcelona calls ''the hub of the Mediterranean'' will be housed …will host activities ranging from the economy to the environment, from infrastructure to culture and health. The executive plan for the work… will be financed with a 5.7 million euro fund, allocated by Jose' Luis Rodriguez Zapatero's government.

After only a year of activity, the [19] Neighbourhood Investment Facility has already mobilised important funding for infrastructure projects in the neighbourhood region of the European Union. The € 71 million of grants provided by the NIF in 2008 underpinned projects worth around € 2.7 billion, of which € 1.6 billion come from loans provided by the European Public Finance Institutions, such as the European Investment Bank (EIB), the European Bank for Reconstruction and Development (EBRD), the Council of Europe Development Bank (CEB), the Agence Française de Développement (AFD) and the Kreditanstalt für Wiederaufbau (KfW).

Benita Ferrero Waldner told us shamelessly that 1) The population of "partner countries" will increase by 75 million by 2020 and that they are growing increasingly radicalized- in an area where people already can not exist. She mentioned job needs which even in dreams cannot be met. Instead of closing the boundaries she invites them warmly to come to Europe to be provided for by us - and to the democratic seizure of power, when these Muslims have achieved the majority! Do not forget: On the [20] 6th Euromediterranean Foreign Minister Conference in Naples on 2-3 Dec. 2003, the EU promised to "partners" (how?) the 4 freedoms of the EU - including free mobility of the Muslim peoples into the EU!   Today  there
already are  [21] 2.8 million Moroccan residents in Europe 2) She tells us that the situation is dangerous - but that we should seek opportunities in this disaster - which they have had 40 years to show us, but they cannot show us  even a single positive example. This is a gross lie by a demagogue  - who unfortunately has had the experience that we are so stupid  as to to believe her.

The Lisbon Treaty is a prerequisite for completing the Union for the Mediterranean. Fortunately, it seems that the [22] Czeks will block it, as long as Obama will not set up the US nuke-rocket-interceptors  in Poland! And Germany has not yet concluded her ratification - due to Prof. Karl Albrecht Schachtschneider´s protest.

I have previously described the [23] Union for the Mediterranean [23] , the European Neighbourhood Policy[24] here and [25] Morocco´s de facto EU accession process.[25]
Zapatero + kong abdullahBut one thing strikes me. In spite of the Madrid bombs in 2004 Spain seems to be obsessed with the idea of promoting the Union for the Mediterranean: 1. Prime Minister Zapatero is behind the disastrous [26] Alliance of Civilizations  and 2. the UN multicultural temple in Geneva and the[27] Intercultural Dialogue . 3. The Spanish government supports this  Foro Jávea. 4. The Spanish government has been more than willing to lift the ban on hundreds of thousands of[28] illegal immigrants to the EU and Spain . 5. Now the secretariat of the Union for the Mediterranean in Barcelona.

It seems that the utopian nostalgic and globalist yearning (shared by [29] Tony Blair) “[30] Golden Andalusia”has returned to the Spaniards – and acts as a catalyzer for the EU´s New World Order dreams. The joyful news is that the Italians have had enough. They are mow [31] returning Muslim "refugees".

The UN Secretary General is part of the Alliance of Civilizations   – but now EU Commissioner Benita Ferrero Waldner, this blindfolded, zealous globalist party liner, joins in on behalf of the EU to promote the flooding of the EU with our Muslim “neighbours” and “partners” in preparation of the New World order [32] illuminist and corporative [33] World State, and [34] here , [35] consisting of  the [36] North American Union, the Euromediterranean and the [37] ASEAN /ASEM  – all in agreement with the illuminist EU ([38] explanatory statement
This[39] Fabian-communist  dialogue with ever more radical Muslims can only have one outcome: Our islamification. To [40] promote the dialogue, Sarkozy´s adviser and 12 European banks now facilitate the transfer of muslim (our) money from Europe to Northafrica!
