Campaign conference reiterates call for UNPA as step to World Parliament
26 November 2007: Parliamentarians, representatives of non-governmental organizations and other activists of the Campaign for a UN Parliamentary Assembly (UNPA) from 18 countries gathered in the UN‘s "Palais des Nations" in Geneva last week for an exchange on the UNPA concept and the Campaign strategy. The meeting reiterated the principles laid down in the „Appeal for the establishment of a Parliamentary Assembly at the UN“, such as the gradual approach which allows first steps beneath the threshold of UN Charter reform. It was also stressed, however, that at the same time the eventual goal of a world parliament should be communicated. While some questions were vividly debated, the meeting also concluded, among other things, that a UNPA should be open for participation of regional parliamentary assemblies and should offer innovative ways for strong NGO participation. It was agreed that the goal to establish a UNPA-Coalition should be pursued with a series of preparatory conferences rather with one single event. Host of the conference was the Society for Threatened Peoples-International .
Who is behind the call for this World Parliament

Febr. 1994 : A resolution of the European Parliament on "the role of the United Nations within the UN and the problems of reforming the UN" contains a paragraph saying that it "wishes consideration to be given to the possibility of setting up within the UN a parliamentary consultative assembly to enable the elected representatives of peoples to participate more fully in the work of UN bodies".
January 2004: The European Parliament reiterates its support for a UNPA by stating in a resolution on "the relations between the European Union and the United Nations… jointly launching, in cooperation with regional or world Parliamentary Assemblies … a network of parliamentarians, which should meet on a regular basis in a Consultative Parliamentary Assembly under the United Nations, to discuss major political issues".
June 2005: In a resolution "on the reform of the United Nations" the European Parliament once again supports the establishment of a UNPA.
January 2006: The Parliamentary Assembly of the Council of Europe "urges Council of Europe member and observer states … to setting up a UN parliamentary assembly, based on national delegations, with consultative functions for the General Assembly".
March 1996: The Secretary-General of the World Federation of United Nations Associations, Erskine Childers, states: " We need a worldwide campaign to get our governments to establish, …a United Nations Parliamentary Assembly elected by the peoples".

The Campaign for the Establishment of a United Nations Parliamentary Assembly
(UNPA) is a global network of parliamentarians and non-governmental organizations (NGOs) advocating citizen's representation at the United Nations.
The Campaign's participants are united in their support of the Appeal for the Establishment of a Parliamentary Assembly at the United Nations. The list of initial signatories to the appeal has been made public in April and May 2007 during the launch of the campaign at more than one dozen events on five continents. The call for a UNPA now is supported by 594 members of parliament, further 1932 individuals from 128 countries and 165 NGOs on all continents. The first international conference was convened in November 2007 in the Palais des Nations in Geneva under the patronage of former UN Secretary-General Boutros Boutros-Ghali.
The Campaign's Secretariat is led by the Committee for a Democratic United Nations. The work of the Campaign is guided by an informal Steering Committee, which helps to define the Campaign's goals, policies and strategies.
Appeal (excerpt)
We appeal to the United Nations and the governments of its member states to establish a Parliamentary Assembly at the United Nations. We call for all organizations, decision-makers and citizens engaged with the international common interest to support this appeal.
Humanity faces the task of ensuring the survival and well being of future generations as well as the preservation of the natural foundations of life on Earth. We are convinced that in order to cope with major challenges such as social disparity, proliferation of weapons of mass destruction, the threat of terrorism or the endangerment of global ecosystems, all human beings must engage in collaborative efforts.
Such an assembly would not simply be a new institution; as the voice of citizens, the assembly would be the manifestation and vehicle of a changed consciousness and understanding of international politics. The assembly could become a political catalyst for further development of the international system and of international law. It could also substantially contribute to the United Nation’s capacity to realize its high objectives and to shape globalization positively.

Purpose of the UNPA
Parliamentary Assembly at the United Nations (UNPA) would serve to bring the voice of the citizens into the United Nations and international politics. Since the establishment of the Pan-African Parliament which is attached to the African Union, the United Nations by now is one of the last government organizations above the national level which does not have some sort of parliamentary representation.

Elected parliamentarians could act as direct representatives of civil society in global decision-making. The UNPA would be the body where these representatives gather and debate global issues. Initially the UNPA could consist of delegates of national and regional parliaments, reflecting their political composition. A UNPA therefore would include members of minority parties not included in government. At a later stage the UNPA could be directly elected. Thus, a UNPA would be a unique and legitimate body to represent the voice of citizens in international matters. The Campaign participants envisage that a UNPA, once established, would develop from a mere consultative body to a world parliament with genuine rights of information, participation and control.
As such a UNPA could be critical for an in-depth reform of the U.N. system.
It would be an additional means to integrate civil society at large more effectively into the shaping of globalization.

Alongside with Pres. Sarkozy, the chancellor said the world needs an "economic council" in the United Nations as well as the existing body that deals with security matters, adding that alongside the UN Charter, an economic sustainability charter "for a long-term reasonable economy" should be drafted establishing rules for global financial governance. "The crisis is an opportunity to create an international architecture of institutions. Former UK prime minister Tony Blair, a co-sponsor of the symposium, echoed the European leaders: "what is unavoidable in the longer term is a recasting of the system of international supervision." (Financial Times New World Order video-Interview).

As regular readers of this blog know this is exactly what I have written about for more than a year now: World Government. I have been trying to document the forces and many institutions behind this development – and stated it is not conspiracy theory as generally thought. This must have become specially obvious after the EU declared itself to be illuminist (explanatory statement). I cannot take the expression “conspiracy theory” for anything but a New World Order smoke screen for its high treason Anyway, here is the proof that we are not dealing with conspiracy theory – but with conspiracy practice.
As seen from the above this World Parliament – UNPA – is not a democratic one. It is to be a legislative government by NGOs who are just as bought as the politicians to run for lucrative seats in the UNPA. NGO-members are not elected by the people. They can be managed by all those who have money to let them pusue their fads. Islam and the New World Order will have their big opportunities here.

Asia Helps Itself
There is nothing like a global crisis to give relevance to multilateral organizations. And nothing like China-Japan rivalry to breathe life — or at least money — into Asian regional cooperation.
So the annual meeting here this week of the Asian Development Bank has been a window into what Asia can do to help itself, and how enhanced regional cooperation can help the global economy both grow and avoid protectionism and division into blocs. But the meeting has also reflected deep concerns among Asian finance ministers about the difficulties of adjusting their economies to a changed world in which growth can no longer be led by exports to the West. Few of them displayed much faith this week in the durability of the current bounce in financial markets.
Two years ago, the ADB was searching for a role in an Asia that was growing fast with surplus savings, burgeoning foreign exchange reserves and easy access to capital. Now the bank finds itself in the position of being courted both as a focus of regional cooperation and as a source of funds to help Asian countries face the crisis. Middle income countries like Indonesia and the Philippines have come knocking on the bank’s door, looking for funds to boost government spending, particularly on infrastructure and for social safety nets as unemployment rises.
To meet demand, ADB member countries have agreed to a 200 percent increase in the bank’s ordinary capital resources and to speed up disbursements from its soft-loan Asian Development Fund for the poorest countries. Overall, ADB lending is aimed to increase by 50 percent over the next two years, to around $16 billion.
