DEBKAfile 9 Sept. 2013: Russian Foreign Minister Sergey Lavrov said Monday afternoon, Sept. 9  that he had urged Syria to hand over its nuclear arsenal (sic! - should probably have been chemical arsenal) to international custody, if that would stop an American attack. (Confirmed by Reuters)

Moscow had lost no time in picking up the gauntlet thrown down by US Secretary of State John Kerry in London a short time before. Asked in London if there were steps the Syrian president could take to avert an American-led attack, Kerry replied: “Sure, he could turn over every single bit of his chemical weapons to the international community in the next week — turn it over, all of it, without delay and allow the full and total accounting.” “But he is not about to do it - and it cannot be done”, said Kerry! Our military sources add that Assad is in no position to flatly rebuff the Russian ultimatum;

The Guardian 9 Sept.  2013: Syria crisis: Russia calls on Assad to destroy chemical arsenal- live updates
‘We are calling on the Syrian leadership’ Lavrov says.

The Jerusalem Post 9 Sept. 2013: Syria welcomes a Russian proposal to place the nation’s chemical weapons under international control, Syrian Foreign Minister Walid al-Moualem said on Monday after talks in Moscow, praising the Kremlin for seeking to “prevent American aggression”.

Conclusion: Fortunately no regime change in Syria - thanks to Kerry´stupidity, much to the frustration of the AIPAC and Netanyahu - or will they acquiesce?  Perhaps the above is the straw to which the US is clinging to get out of the impossible situation into which Obama, Kerry, the AIPAC and Netanyahu have maneouvred it - without accept in Congress or the American population?

The Daily Mail 9 Sept. 2013:In a tacit message to American politicians who have heavily resisted action in the Middle East, Mr Kerry said that any strike would be ‘unbelievably small’.
‘The United States of America - President Obama, myself and others - are in full agreement that the end of the conflict in Syria requires a political solution,’ he said

BUT THEN THE US STATE DEPARTMENT WITHDREW KERRY´S OFFER - SAYING IT WAS JUST A RHETORICAL TERM!!! Politico and here as well as  video:
