Arab Winter and the UN´s “Responsibility/Right to Protect”. The Noose is Tightening around Pres. Assad´s Neck

LATEST. Bankster corporations on the war path.[1] Tony Cartalucci 29 Nov; Activist Post:  Acc. to the below [2] Report from the Human Rights Council of the UN as of 23. Nov. 2011 Introduction:A2 [3] Middle East Policy Council´s Mrs. Karen AbuZayd, Former Under Secretary-General, United Nations, Paulo Pinheiro (Chairperson, Brazilian diplomat) and Yakin Ertürk (Turkish professor engaged in women´s rights), were entrusted with the Task of writing the below UN Human Rights Council Report, which is to legitimize NATO/Arab intervention in Syria.

The Middle East Policy Council has some very interesting and frightening members: Mr. Curtis Brand, Chairman (ret.), ExxonMobil (Rockefeller), Saudi Arabia, Inc. Gen. Joseph P. Hoar, US Marine Corps (ret.), Former Commander in Chief, U.S. Central Command. Dr. Martha Neff Kessler, Consultant, CIA (ret.). Col. W. Patrick Lang, USA (ret.), Former Defense Intelligence Officer for the Near East and South Asia. Dr. Fuad A. Rihani, Consultant, Research and Development, Saudi Binladin Group.  The Hon. Patrick Theros, President, [4] US-Qatari Business Council, which includes  founding and executive members like Al Jazeera, Occidental Petroleum Corporation, Chevron Corporation, ExxonMobil and Raytheon and Boeing - the latter two profiting from the Libyan invasion, Raytheon produces [5] Tomahawk cruise missiles while Boeing delivers the backbone of the US Airforce, the [6] Boeing 15 Strike Eagle

[7] DEBKAfile 28 Nov. 2011 (closely affiliated to Israeli intelligence) A group of military officers from NATO and Persian Gulf nations have quietly established a mixed operational command at the Turkish Hatay province on the border of North Syria. Their mission is to set up “humanitarian corridors” inside Syria to serve the victims of Bashar Assad’s crackdown.

Laying the groundwork for the legitimacy of the combined NATO-Arab intervention in Syria, the UN Independent International Commission set up to assess the situation in Syria published a horrendous report Monday, Nov. 28 on the Assad regime’s brutalities. Debkafile military sources report exclusively that the Western-Arab intervention in the Syrian crisis is in an advanced state of operational planning. It entails a buffer zone in northern Syria encompassing beleaguered towns, primarily Idlib, Rastan and Homs - but also Aleppo, Syria’s largest city (2.5 million). Losing Aleppo will fatally hammer the economy into the ground and rob the Syrian ruler of funding for sustaining his military crackdown.
Comment:
The groundwork mentioned above is  this[2] Report from the Human Rights Council of the UN as of 23. Nov. 2011. It has a clear call for the UN to stop violations of human rights in Syria immediately: P. 22: Art. 116: The commission recommends that Member States and regional organizations, particularly the League of Arab States:
(a) Support efforts to protect the population of the Syrian Arab Republic and to bring an immediate end to gross human rights violations, and suspend the provision of arms and other military material to all parties;

*

Summary: Much ado but no results as for Syria, whose main problem is that it does not want to submit to the “International Community” and the associated central bank dictatorship. But perhaps the tune has changed somewhat lately. The suppression of the U.S.-instigated rebellion by “peaceful” US-armed Al Qaeda-members of the Muslim Brotherhood with detectably by far exaggerated casualties is only a pretext.
Now it is reported that the Arab League, whose warning
Syria ignored, would maintain a no-fly zone over Syria with logistical support from the U.S. The United States ordered its citizens to leave Syria immediately, and Turkey advises its citizens to use airlines to return home from Meccain order to avoid traveling through Syria.

Syria’s president remains stubborn: He wants to die in battle - and although he has many lives on his non-existent conscience he has behind him most Syrians, not the Christians, however, whom he persecutes. Even the Syrian opposition do not want the UN´s  ‘Responsibility to Protect”/”war on terror” after seeing what that meant in Libya.

Russia calls for reforms in Syria or Assad’s resignation - but is, nevertheless, now protecting him with three warships patrolling Syria’s coast. France plans to send UN troops to Syria and recognizes the Syrian National Council of rebels - but rejects the NATO no-fly zone demanded by the opposition as does NATO´secretary general, too. Pres. Obama is doing what he does best: uttering empty threats ad absurditum - but has sent an aircraft carrier from the Hormuz-street to the Syrian coast, probably to warn the Russians. Ultimately, however,  not he, but the banksters whose puppets he is, have  the final say.

Syrian army deserters have taken their weapons with them and staged  a regular attack on a military complex a few days ago - thus probably launching a civil war.
The International Atomic Energy Agency believes the Assad regime has been cooperating with the so-called father of the atomic bomb in Pakistan, AQ Khan: So now Syria’s alleged nuclear program is increasingly seen as a serious problem.
The United Nations:
“The onus is on all members of the international community to take protective action in a collective manner, before the continual ruthless repression and killings drive the country into a full-blown civil war”.

Iranian officials have held talks with Syrian opposition figures, a further sign of the growing isolation of President Bashar al-Assad´s regime .
Turkey has advocated  the invasion of Syria with the establishment of buffer zones on Syrian territory - has even given Syria an ultimatum, which expired without anything happening. Now it is announced by the Turkish General Staff that they do not want to penetrate into Syria.

The U.S. seems to have neither force nor money for major operations - and probably has to watch the usual coalition of the NWO-willing, led by Britain and France, possibly daring to defy Russia

After NATO’s “success” in Libya, there are remarkable statements. Says U.S. Senator and former presidential candidate, McCain: “Now that military operations in Libya are ending, there will be renewed focus on what practical military operations might be considered to protect civilian lives in Syria” .

The invisible U.S. Government, the Council on Foreign Relations, has the following harangue: “Skepticism is unwarranted. Despite the early setbacks in Libya, NATO’s success in protecting civilians and helping rebel forces remove a corrupt leader there has become more the rule of humanitarian intervention than the exception. The big picture is decidedly positive. Over the last 20 years, the international community has grown increasingly adept at using military force to stop or prevent mass atrocities.
Humanitarian intervention has also benefited from the evolution of international norms about violence, especially the emergence of “the responsibility to protect,” which holds that the international community has a special set of responsibilities to protect civilians — by force, if necessary when national governments fail to do so.

The U.S. Congress  this year has Al Qaeda as a pretext for the third World War, ie. “The war against Terrror” (Sept. 11 was an inside job) in a legislation aiming at leaving to the President alone the power to declare war. Now,  the Illuminati-echo, “The Washington Post”, reports that Al Qaeda is operationally ineffective (which they have been outside the U.S. since 2001, according to the Illuminati-CFR). Thus, the U.S. military complex and the FED are short of a reason for more eternal wars, which are their livelihood. However, they do not despair: Even more lucratively, there are still non-nuclear terrorist states to invade, like Syria and Iran. This program even promotes Brzezinski´s program: The Grand Chessboard´s encirclement of Russia. Thus, the future is bleak for Syria and Iran.

The tensions are now increasing after the armed Syrian rebels killed 10 Syrian soldiers, among them 6 elite pilots on 25 Nov. The Syrian general staff blames it on Israel and vows to retaliate.

Rumours to and fro. Will Syria become the next Libya? The Libyan no-fly Zone led to NATO´s attack. Will [8] NATO - the military arm of the UN - attack Syria  under the excuse of “the R2P” - the “[9] Right to Protect” and [10] here - possibly though proxies from the Arab League start the job?
Let us take a look at Syria´s situation today.

Something is in the wind
[11] CBS News 23 Nov. 2011: The U.S. Embassy in Damascus urged its citizens in Syria to depart “immediately,” and Turkey’s foreign ministry urged Turkish pilgrims to opt for flights to return home from Saudi Arabia to avoid traveling through Syria.

[12] EU Observer 24 Nov. 2011 Previously cited obstacles to military action in Syria were the lack of a UN mandate, lack of Arab support for outside intervention and tactical problems. But the obstacles are beginning to melt away.

[13] Bush

The UN General Assembly on Monday gave Western countries a political mandate for action by passing a resolution which called on Syrian authorities to “protect their population.” Syrian National Coouncil member Muhammed Tayfur is already in talks with Turkey on a secure zone 8km inside Syrian territory which would effectively give the Free Syrian Army, the armed wing of the opposition, a safe base of operations. French Foreign Minister, Alain Juppé: A Libya-type no-fly zone is “not on the agenda”. But he indicated international troops could be used to create safe zones for civilians and aid workers.

The[14] US carrier Bush has been  ordered away from the Strait of Hormuz to Syria´s coast - after [15] 3 Russian warships are patrolling there

[16] YNet news 22 Nov 2011, the website for Israel’s most widely read newspaper: European sources in Washington have stated that the Arab League´s plan  to close Syrian airspace has been completed. According to reports in Kuwait’s Al-Rai newspaper, the plan will be carried out by Arab fighter jets with US supplied logistical assistance.
Reports claim that the purpose of the closure is to paralyze Syrian military movement and follow the Presidential Palace, military command and intelligence activities. “The Syrian military can be paralyzed in less than 24 hours,” sources noted. [17] Albawaba , citing Kuwait’s al Rai daily has the story, too.

[18] Pro-assad

One thing is granted: it will be very dangerous for Israel and the world to make Syria another Libya. And the CFR´s following statement about the NWO Weapon, “Responsibility to Protect”, certainly does not bode well for the Middle East.

Left: Pres. Assad is in fact very popular among Syrians. The information about big anti -government demonstrations and the casualties are derived from a London office for Refugees - and [19] much exaggerated.

[20] CFR´s Foreign Affairs Nov./Dec. 2011 Skepticism is unwarranted.

[21] War-for-peace

Humanitarian intervention has also benefited from the evolution of international norms about violence, especially the emergence of “the responsibility to protect,” which holds that the international community has a special set of responsibilities to protect civilians — by force, if necessary — from war crimes, crimes against humanity, ethnic cleansing, and genocide when national governments fail to do so. The doctrine has become integrated into a growing tool kit of conflict management strategies that includes today’s more robust peacekeeping operations and increasingly effective international criminal justice mechanisms. Collectively, these strategies have helped foster an era of declining armed conflict, with wars occurring less frequently and producing far fewer civilian casualties than in previous periods.”
Comment: has the world ever seen or heard of so many wars and riots as today?  I do not know how many civilians have been killed in Libya  due to intervention by the NATO, the [22] CIA, as wlll as the [23] “civil society” of George Soros and the [24] Muslim Brotherhood and its right arm, which is now to  take the [25] UN-representation of Libya, after it [26] cooperated with the US government on the conquest of Libya!! Months ago, I saw the figure of  50.000 killed.
The [27] Washington Times 14 Nov. 2011: Some NATO members are concerned that their organization could be investigated by the International Criminal Court after its attorney said accusations of crimes  committed by NATO in Libya would be “impartially and independently” investigated - acc. to accredited diplomats at NATO´s headquarters.

1. Syria in the tweak of the NWO
SkyNews 20 Nov. 2011
Speaking to the Sunday Times in his first Western media interview since the uprising began, Mr Assad promised to crackdown on all opponents despite alienation from the international community. He told the newspaper of a promise to personally fight and die to resist foreign forces.

Syria’s central bank added the Russian ruble and China’s yuan to its list of convertible currencies ahead of tougher European Union sanctions [29] (EUbusiness 25 Oct. 2011): The United States, for its part, has “applied sanctions against Syria and its people, and prevented them from dealing in US dollars as well as from using international Visa and MasterCard credit cards.”
Last month, the delivery to Syria’s central bank of bank notes and coins produced in the EU was forbidden and European firms were prohibited from making new investments in Syria’s oil industry.

2. Russia and Syria
has given Pres. Assad ([30] DEBKAfile 10 Oct. 2011) the cold shoulder by hosting a meeting with the Syrian opposition and ([31] The Telegraph 7 oct. 2011 and Russian President Dmitry Medvedev tells Assad´s regime to reform or go.
Nevertheless, acc. to [32] The London Evening Standard 14 Nov. 2011 Russia  condemned the Arab League’s decision to suspend Syria and accused Western countries of inciting opposition to President Bashar Assad’s rule. [33] DEBKAfile 21 Nov. 2011 had it that on Nov. 21, presidential sources in Damascus announced three warships had entered Syrian territorial waters outside Tartus port – to prevent outside interference with the situation in Syria. Now it is asserted that the ships have [34] delivered to Syria the super-advanced S300 anti-aircraft missiles[34] making air attacks practically impossible. Furthermore,   Russian Pres.  Medvedev also put the West on notice: Moscow will not support any more UN resolutions it perceives as instruments to bring about regime change ([31] The Telegraph 7 oct. 2011)”.

3. The West and Syria
A:
[35] Activist Post 23 Oct. 2011 – and [36] AFP 23 Oct. 2011. “Now that military operations in Libya are ending, there will be renewed focus on what practical military operations might be considered to protect civilian lives in Syria,” said US Senator John McCain at the World Economic Forum meeting. Like in Libya, McCain is claiming that the domestic opposition in Syria is asking for foreign military intervention.
Contrary to McCain’s claim, The Washington Post is reporting, “Most Syrian opposition groups, inside and outside Syria, also have said they oppose military intervention.
*

B: France: UN peacekeepers to Syria!
EUObserver 15 Nov. 2011:
French foreign minister Alain Juppé said the UN should consider sending peacekeepers: “We should think how to protect the civilian population, for example by intervention of observers from the United Nations. We are already to discuss this with the Syrian opposition council and with the UN.”

C: Pres. Obama said ([37] The Daily Mail 21 Oct. 2011) the fall of Tunisia, Egypt and now Libya in revolutions dubbed the Arab Spring proved that the leaders of Syria and Yemen should be fearful of similar endings.[38] Council on Foreign Relations 5 Oct. 2011: CFR’s Elliott Abrams argues that it would be very much in the interest of the United States” for Assad’s government to collapse. To that end, he urges stronger economic and financial sanctions and even further isolation. On the other hand, CFR´s Ed Husain thinks Assad’s exit is not in Washington’s interest, despite the fact that the Obama administration has called for him to step down.

4. The Arab League has excluded Syria [39] (The Guardian 17 Nov. 2011) - after it ignored the League´s warning:[40] The Guardian 29 Oct: The Arab League has sent an “urgent message” to bashar Assad expressing it severe discontent with new killings of the demonstrating  opposition. On 25 Nov. Syria let an[41] ultimatum to stop atrocities and to acceppt 500 observers from the Arab League expire without reaction. 10 Syrian soldiers were killed by armed rebels - but who mentions that except the [42] Irish Times 0n 25 Nov. 2011?

[43] Syrian-renegade-soldiers

5.”Free Syrian Army” deserters starting a civil war
fired shoulder-borne rockets and heavy machine guns at the government´s biggest security complex at Harasta west of Damascus on the highway to Aleppo ([44] DEBKAfile 16 Nov. 2011). This was the first time an armed anti-Assad force went for a major strategic target with live ammo.

[45] DEBKAfile 28 Oct. 2011: This week, the opposition ordered demonstrators to turn out in force Friday, Oct. 28, and to call on NATO to declare Syria a no-fly zone to prevent its air force attacking rebels. That was how Western military intervention in Libyan began last March. The Syrian National Council (of rebels) is closely i[46] nterwoven with the Syrian Muslim Brotherhood - so closely cooperating with the MI6 and the CIA. This organisation is not asking for NATO-Intervention - but combined Intervention by the Arab League and Turkey. On 25 Nov. Syria let an[41] ultimatum to stop atrocities and to acceppt 500 observers from the Arab League expire without reaction. 10 Syrian soldiers, among them 6 elite pilots, were killed by armed rebels - [42] Irish Times 25 Nov. 2011, The[47] Guardian 25 Nov. 2011. And [48] DEBKAfile 25 Nov. 2011:The Syrian general staff  is shocked, maintaining Israel is behind it - and that Assad cannot afford not to retaliate. Therefore, Jordan and Israel ate now in a state of alert.

6. The International Atomic Energy Agency believes the Assad regime worked with the so-called father of Pakistan’s atomic bomb, A.Q. Khan ([49] Prison Planet 1 Nov. 2011): NowSyria´s alleged nuclear program will increasingly be viewed as a serious problem.

7. Iranian officials have held talks with Syrian opposition leaders, in a further sign of the growing isolation of the regime of the President, Bashar al-Assad ([50] The Sydney Morning Herald 16 Nov. 2011).

[51] Syria-sos

8. The UN:  “The onus is on all members of the international community to take protective action in a collective manner, before the continual ruthless repression and killings drive the country into a full-blown civil war,” U.N. High Commissioner for Human Rights, Navi Pillay, said in a statement ([52] Reuters 14 Oct. 2011).

[53] Turkish soldiers9. Turkey
“We cannot remain a mere spectator to the developments in Syria,” Turkey´s Erdogan told television cameras. [54] (CNN 4 Oct. 2011): “… we have to fulfill our human task.” This week, a Turkish official told CNN on condition of anonymity that Turkey was considering taking “a series of steps” against the Syrian government. For weeks, the Turkish media has speculated about the possibility of Ankara establishing military buffer zones (on the Syrian side) along the border, [55] Turkishtanksiniraqeconomic sanctions and the freezing of Syrian government assets. Comment: As for aggression against Syria - don´t count on Turkey! ” It even [56] let its own ultimatum to Syria expire without reacting. The Turkish general staff has just [17] declined any invasion into Syria.

Comments
[38] Council on Foreign Relations 5 Oct. 2011: “The main channel for pressing Assad–the UN Security Council–proved a stumbling block late Tuesday when Russia and China vetoed  a draft resolution.” So what to do for NWO´s/UN´s NATO  - after its Secr. General, Fogh Rasmussen has excluded NATO intervention in Syria? A coalition of the willing - perhaps not under the aegis of a weary US, but rather a mbitious France and the UK?

Jordan´s King Abdullah asks the UK to take the lead against Syrian Assad regime. The scenario more and more looks like the one leading to the Libyan intervention. See video

[57] Rozoff, Global Res. 15 Nov. 2011: If indeed Syria becomes the next Libya and a new Yemeni regime is installed under the control of the Gulf Cooperation Council, then the only nations remaining in the vast stretch of territory known as the Broader or Greater Middle East, from Mauritania on the Atlantic coast to Kazakhstan on the Chinese and Russian borders, not tied to NATO through multinational and bilateral partnerships will be Lebanon (see above), Eritrea, Iran and Sudan.

This is [58] Zbigniew Brzezinski´s - the adviser to 5 US presidents and Pres. Obama´s mentor´s - dream, the “[59] Grand Chessboard“: to close the final part of the [60] military ring around Russia. And this must be the reason why Russia protects Syria and Iran.[61] The Washington Post 23 Nov. 2011: “We have rendered the organization that brought us 9/11 operationally ineffective,” a senior U.S. counterterrorism official said. Asked what exists of al-Qaeda’s leadership group beyond the top two positions, the official said: “Not very much. Not any of the world-class terrorists they once had.”der Weltklasse-Terroristen überhaupt, die sie einmal hatten.

[62] Indian-terroristsAmericans were never short of inventiveness when it comes to waging “war on terrorism”: Native Apache indians were appointed terrorists because they refuse to give up their ancient land.  Today´s native Americans (and Europeans) are being s[63] urveilled as terrorists  because they will not submit to thNWO and  are [64] turning rebellious.

This is a hard blow to the  [65] US-military complex as well as to  the [66] FED and [67] here who earn their money through the “[68] war on terror.” Even Congress this year stated [69] Al Qaeda to be the reason for  World War III, as a pretext for a dictator-president, who can totally on his own start a war against any country he dislikes. However, the darkest hour is just before dawn: Fortunately for the complex, there are still the state terrorists, Syria and Iran, but they can only be attacked until they have nuclear weapons! This even promotes Brzezinski’s “Grand Chessboard” strategy. The future for Syria and Iran therefore looks grim. The US-UN-NATO NWO strategy is to [70] subjugate 1 state at a time. In the case of Syria, this will prove very difficult.
